Norfolk Vanguard Offshore Wind Farm & Norfolk Boreas Offshore Wind Farm
General Vesting Declarations Documentation
Phase 2 of the General Vesting Declaration (GVD) process for the acquisition of land and rights for the onshore elements of the Vanguard & Boreas projects is now underway.
What is a General Vesting Declaration (GVD)?
This legal process enables the projects to acquire land rights for the delivery of the onshore infrastructure elements of the projects.
Phase I of the GVD programme took place over summer 2025, applying to specific areas of unregistered land, subsoil interests and locations where ownership was unknown, that are required for the construction and operation of the onshore infrastructure components of the projects and for which it was therefore not possible to acquire by agreement.
In addition, there are a small number of unregistered plots of land which will be included in this phase. For these unregistered plots, notices will be placed into metal baskets, on boards at these locations. These will remain in place for a period of three months.
What does this process look like?
- The process begins with the execution of the General Vesting Declaration (GVD) by the project companies, followed by the posting of notices on affected land (for unknown ownerships) and written notices will be posted to affected landowners.
- A statutory notice period of at least three months must pass before vesting takes legal effect. After this, land rights transfer to the projects and registration with HM Land Registry is completed.
How should potentially affected landowners make contact?
We are working closely with Ardent, who are overseeing the process on our behalf. All queries should be directed to:
